Congress left town to campaign with a number of spending bills left on its plate, teeing up yet another spending fight for lawmakers November for lame duck session-deja vu. And what a shame it is, as passing budgets and going through the appropriations process will protect the institutions most important function-power over the purse-and is also the only achievable way to restore any sense of fiscal responsibility in Washington.
